why did FBI and Secret Service choose Chevrolet Tahoe/Suburban?

Two possibilities:
1. Chevrolet was the lowest bidder with a vehicle that matched the spec.
2. (and this is the most likely the real deal) The person that wrote the spec has a friend over at Chevrolet and wrote the spec so that ONLY a Tahoe/Suburban would meet the criteria. I have witnessed this scenario first hand.
