Transmission fluid level issue

Alright so after all the 4x4 problems and its finally being back in 2hi I went for a drive and when I got home I though I would check the transmission fluid with it running like it is supposed to be.

The dipstick showed empty not even a drop of transmission fluid on the tip of the dipstick.

However when I shut the Blazer off and then check it shows full, this does not make any sense I have no idea what is going on how am I supposed to know if I am starving the transmission from fluid when it shows empty when running.

Any Ideas as to what this could be?.

It was running

Blazer running: dipstick shows empty
Blazer not running: dipstick shows full

It don't make any sense but that is whats happening.

The transmission was completely drained including the torque converter when it was dropped a few months ago for a seal it has about 8.5 to 9 quarts of fluid in it.

It is not leaking fluid anywhere, the bottom of it is all dry so I know thats not a problem.
 
It make perfect sense that happens with all automatics your transmission is low on fluid. You will always get a higher reading when the engine is off. Fill the transmission so that you get a full reading at operating temperature with the engine running. Did you check the fluid level after the seal was changed fully warmed running engine? Does your trani use a vacuum modulator? If it fails it will suck trani fluid and you will not see a leak.
