The fuel gauge in my 2000 Chevy Silverado doesn't work. How to fix?

I have a 2000 Chevy Silverado and my fuel gauge doesn't work. It bounces up and down. From my own research I think it might be the fuel sending unit but, i don't know. If that is the problem my friend told me I might need to take the truck bed off or drop the tank. Which would be easier? Or if I'm just wrong all together what should I do?
 
could be the guage cluster or the sending unit. Install Tech 2 scan tool and perform guage sweep. you should observe all guages move back and forth together, if they do and the fuel guage does the sweep as all the other guages, then its the rheostat on the sending unit. The sending unit is a peice of cake on those.
