tempeture gauge does not move

1999 chevy Silverado z71
Does anyone have any idea what would be the problem ?
The tempeture gauge does not move once the igniton is on. The wires at the temp sending unit were shorted, and now I have no idea what could have burned out.

Are you sure you still dont have a break in the harness going to the temperature sensor? Did you check with a voltmeter?

Yes I did. What amount of voltage should I be getting accross the wires? I'm getting 1.25-3.5 volts with it connected and the engine running.
