Rear sway bar bushings replacement 2006 Malibu Maxx

I have a clunking noise in the back when I go over bumps and I was told by my mechanic I need to remove my muffler and fuel tank to replace the rear sway bar bushings on my 2006 Malibu Maxx. I looked up in the Hayne's manual and there is a note that for Maxx models that I do need to do this to replace the sway bar. However, does this also pertain if I want to just replace the bushings?. Is there not access to the bushing and clamp when I remove the tire?
 
Not familiar with that model but it should be relatively easy to see if the bushings are being covered by the tank and the exhaust by just looking under the rear section of the car.
