Preventing Fender Rust

I've had a couple of Silverados in the past and it seems like they always like to rust around the rear fender wells. I always keep them washed and rinse out underneath often. Would it help to remove the plugs on the inside of the fender wells and rinse out periodically?

it wouldnt hurt but they also have companies which shoot rust preventer into the panels by drilling small holes and then plugging them
