I just recently bought a 09 Chevy Tahoe LT. It came with one key and no fobs. I ordered two fobs online any you are suppose to be able to go into the vehicle setting and program remotes. When I select remote programming it will not display the remote relearn active. I’m wondering if this is an ECM issue. My garage door opener won’t program and my rear view camera won’t work. I’m thinking these are all related in some way
 
It wouldn't be ECM, if anything it would be BCM and diagnostics would have to be run before replacing the BCM.
