No Power 1977 Nova

Just bought a 77 Nova. It has a 350, 3 speed. Don't know what the carb is.
The car has been restored and rebuilt. It has been set for California Emission. It has a catalytic converter as well. The issue is that the darn thing does not have any power! My 289 Mustang can kick its behind!

Could it be due to the Catalytic Converter?

if you dont live in CA i would get rid of the of the catalytic converter. i would reccomend an x pipe exuust 2 1/2 inch or bigger you dont want to much restriction. did u look up the block cast number? when i was young an dumb l didnt look for that kind of stuff come to find out it was a 267 instead of the 350 the guy said it was. is the engine stock?
