No Dash/Not starting

The other day I was working on my 2000 Malibu and was checking fuses and relays because my fans arnt kicking on at temperature and when I went to start it I noticed that the dash doesn't come on at all.. no lights no gauges but I hear the fuel pump kick on it cranks and burns what pressurized fuel there is and dies.. it sounds related to the anti-theft but even that doesn't light up.. I have power to everything else but im assuming the PCM.. I don't want to just go out and buy a pcm and have it not be the problem.. it maybe a combination of different issues others have had but ive found none that describe the exact same problem im having with anti-theft in the ignition..

Ive left the battery disconnected for well over half an hour..

Ive double/triple checked all fuses and relays in the box under the hood and on driverside fuse block..

Ive tried the locking and unlocking of the door with the key..

My thought is that since the fans being controlled by the pcm (yes do come on with AC on and/or temp sensor disconnected) that the pcm may have finally kicked the bucket.. but if I cant start it I cant take it to a parts store to use a scanner nor a shop to charge me an arm and a leg for something I could do my self (probably my mistake in the first place)..

I guess my question is Would/Could the PCM cause total dash failure?
 
you cannt rent a scanner? Otherwise you are just guessing as to the cause.
