Need to replace accuator or unstick defroster vent on 1999 Chevy 1500 Silverado?

Defroster vent wont open when I use dashboard selector switch. Replaced this switch, not problem.
Informed that the door flap is stuck or an actuator is bad. Does one have to detach, pull back the whole instrument panel to expose the actuators or door flaps/vents? Does one have to also remove the steering wheel. Dealer estimate $185 to troubleshoot and upwards to $900 to repair due to removal of panel. Anyone experienced in this problem? Appreciate all info.
 
there are two just take your glove compartment door out there is one on top of the a/c cluster and one under the cluster but there is one next to or around the gas pedal side if air comes out the vent it should be the one on the gas pedal side two bolts 5/16 make sure you put it the same way you take out good luck no need to take panels off remember left side or driver side near the gas pedal where you live if your in houston area i can fix it
