my cooling fan in my 1998 Chevy Cavalier won't turn on?

I'm driving in traffic and my car starts overheating, so when i go home, i leave it on and pop the hood open and it's still hot but the fan isn't on, so could someone tell as to why? I checked the fuses for it and they're working.
how do i check for a bad fan motor?
If the relay is the square thing in the fuse box, i check those and they work.
 
it could be a wiring problem, the ground wire could have slipped off a wire could have been severed, or it could be a more serious problem of the computer is malfunctioning and not giving a signal to turn the fan on
 
If the fuses and wiring check out then perhaps you have a bad fan or fan sensor.
 
a buddy of mine actually just fixed his girlfriends car that was doing the same thing. In that case it was the cooling fan relay (was a sunfire, same car). Also could be the fan motor.
