Put a thermostat in the motor if it's running a little hot. If it's not the thermostat it's a plugged radiator.
The ECU gets it's info from the ECT sensor as to when to activate the radiator fans, check the ECT sensor cold and at operating temperatures. Check the cooling system temperature with a manual thermometer to check your dash gauge for accuracy. Make sure you purge all the air from the cooling system, have the heat set to high so the heater core does not trap air.
