Instrument Panel Dimmer Control

2011 Silverado instrument panel dimmer does not reduce interior lights below about 50% intensity. Dealer suggests its a safety design feature. Dimmers normally go to a very low light level then to "off". What are other owners experience with the dimmer control?

I have a 12, and you cant dim it past that either, i think it might be because some people may have hit them in the older trucks(like i also have) and couldnt figure out how to trun the brightness back on, just a saftey thing, more bs if you ask me
