You can ship it to instrumentclusters.com. I shipped my 1987 IROC-Z Camaro Speedometer there to get the trip meter and the needle fixed, and it cost no more than $250. My dad owns a 1995 Sierra with 350k miles on it, and it runs just like it was new. I would say pay no more than $5,000 total for the truck since it is fairly old, and probably has a good amount of miles on it.
Miles are irrelevant on an 15 year old vehicle. If the truck seems mechanically sound, it should be OK to buy if the price is right.
To fix the odometer may not be worth the effort on a vehicle this old. Even if it is repaired, there is still no way of knowing how many miles are on the truck.
There are many of these trucks still on the road with well over 300,000 miles on them.
