How to turn off the headlamps on my chevrolet malibu 1999?

I've been trying to turn them off without succes at all,,,,I turn the thing to where it says off and they still stay on,,,,what could I do?

they automatically come on when you crank the car, but if you want to turn them off while you are parked or something, just slightly raise your emergency brake just a little and they will go off.
