How to test a shift interlock solenoid on a 97 Chevy Silverado ?

I tested using a test light It has 2 wires 1 black 1 green and white when I turn on the engine it energizes the green/white but the solenoid doesn't release the shift lever (The situation is that my truck doesn't shift out of park when the engine is running) how do I know if I have a bad shift interlock solenoid
any help? Thank you
