how do you use the 4x4 on a chevy suburban?

its in the floor. do u put the truck in neutral and use it?
what about when you take the truck out of park and the driveshaft is steadily spinning? can i still use the 4 wheel drive?
if the vehicle still does not move, does that mean the rear end is locked up?
