How do I get my Corvette lights to go down?

I have a 1979 C3 corvette and the lights will not go down. I can't start the car either because I wrapped the engine in plastic so it wouldn't get dirty from the paint stripper. Is there any way to make those lights pop down without having to start the car, and even when I did start the car they would stay up. Anyone know what to do?

If I remember right from my dad's 77, there is someway to manually operate the lights. This was done in case they were stuck in the down position they could be manually raised. Maybe this will help...
