Headers on a 1989 Chevy Suburban?

My husband wants a Chevy Suburban. The other day he found one. He went and emailed the seller of this suburban and it turns out that it will not pass California Smog requirements due to the fact that it has headers on it. He negated a price of $ 600 price.

Here is the question, is it a big expensive deal to get it to where it will pass smog?
My hubby said to include that it has a 454 engine. He said it matters
 
I have a Chevy pickup with a 454. A few years ago I purchased a set of exhaust manifolds off of E Bay and replaced the headers. I spent less than $100 on the manifolds and it wasn't real difficult to replace the headers. Then I had a muffler shop build a short pipe to adapt the exhaust to the manifolds. Pretty easy and inexpensive. Most difficult part was finding the correct set of maniolds on E Bay.
 
Well I would say $600 is real close. it's a bit of work to do there. it's just a crappy job working with heads and stock manifolds. junk yard would be the place for finding the manifolds. sounds like a pain to me. but if that the truck he wants to do it can be done and I think $600 would be the most you would pay you might get lucky. Go ahead and call a exhaust shop now be for you buy the truck and tell them you story that why you know for sure.
