Folding back seat Chevy Malibu '01?

So I'm trying to fold the seat. The manual says to pull two straps but there are no straps. I pulled the cloth of the back seat down and it revealed some sort of latch system tied together with nylon. It has two loops maybe where the straps use to be? It's a used car. i tried pulling these by the loops but i must be doing something wrong or maybe this car 's seat doesn't fold. Help? Thanks.

Its possible the person disabled them. Generally the straps are located on the top edge of the seat. They are by the far corners of the seats. They generally come undone very easily to fold down. If you are seeing a latch system that is nyloned together sounds like to me that someone tampered with it. Maybe it wouldn't stay up so they permanetly closed it? Is it a split folding seat or a full fold. I believe Chevy had mainly full folds.
