Disk rotor rust

I have a 2004 Chevy Classic (Malibu). I seem to continually have rotor problems such as wrapping, rust, etc. I just had the rotors and pads changed AGAIN.

What I call the inside of the rotor, that faces the center of the car had mega rust on it. The other side had very little. The car is driven about 3 times a week, so it's just not sitting there.

What would cause the rust on one side???? I was thinking maybe the calipers were contacting the rotor unevenly and probably not contacting the inside at all. I also don't understand why the outside had any rust. No I'm not near saltwater, I'm in Nebraska. Yes they do put salt on the roads, but the pads "should" remove any rust I believe.
