Cruise control won't work

All other parts of te 2002 blazer i got work on the blinker switch except the cruise is there some where els I would check besides fuses or relays

Did you check if your brake lights are working?
Any problems with the vehicle battery or charging system?
Beyond that it requires a diagnostic tool such as a Tech II.

Battery light flashes slowly and brake lights work too

The battery light flashing indicates you have a charging system problem which may disable the cruise control.
