Can a bad downstream o2 sensor make engine run lean

Blowing codes for running lean but also 4 codes for o2 sensor 2. I thought only upstream sensor could affect ecu, is this true? Maybe it running lean is unrelated and it the other sensor is also just coincidentally broken?

Downstream shouldn't cause a lean condition.
