The horn relay was the culprit . Due to my stupidity, when I crossed the charger polarities, the car will not start. I just wrapped up replacing the engine and front harness. Still nothing. Now as I have questions about the ceramic block. Before I pulled this it had 2 green wires. from the old harness on the lighting side. There is also a black jumper, but I am new to this site, and do not know how to post pics. At this point my only options left are replace the ig. switch, and or the dash harness. Right now I am 100% in the dark (no pun intended. Any info will be a huge help.

Where is the block located?
The car wont start, but do the lights, radio, etc. work?

Sorry but still have not figured out how to insert pictures. It is a 1963 chevy nova with a 250 inline 6.... The old harness was hacked up, and needed to be replaced. lights, wipers, heater all work. Radio did not work prior to my purchase.. It turns over and I am getting spark but nothing is happening.

Do you have fuel? When you open the throttle by hand and look down the carburetor throat do you see gasoline squirt into the throat?
 
Did this engine run before you replaced the harness?
Did you do anything to the distributor?
 
engine ran fine but it did have a battery drain as stated... the only thing i did to the dizzy was pull the cap to check the points & condenser
 
You do have the distributor point wire connected to the negative terminal of the ignition coil?
You didnt mix up plug wires in the distributor cap?
If you have good spark and fuel it should start.
Does the choke work?
