Antifreeze coming out of my Suburban's tailpipe

Hey folks,
I need your help!
My 1997 K2500 Suburban with 7.4 L SFI engine was in the shop recently to have valve cover gaskets replaced. The mechanic removed the throttle body to make the job on the right side *(passenger) easier. The next day when I decided to do an oil change I noticed a 7/16" vacuum hose hanging by the right side exhaust manifold. On further inspection I noticed the water valve was missing a vacuum hose as well as the actuator on the firewall. I purchased a new section of hose and connected these locations. When I started up the engine I noticed antifreeze coming out of the tailpipe as well as spraying on the inner fender liner on the passenger side close to the water valve. When I disconnected the vacuum line antifreeze stopped flowing from the tailpipe and no spray in the engine compartment passenger side. Being a novice I am at a loss to know what is going on. I removed the water valve and noticed no cracks and the lever seemed operational. Before I install a new valve has anyone experienced this problem or have knowledge concerning this issue?
