Another '99 Chevy Silverado 1500 question?

Where is the ignition switch, is it in the steering collum or below it? How do I go about checking to see if that's the reason why my truck will not start. I'm trying to exhauste all possibilities before I have to take it to a mechanic.
this question coincides with a previous question, sorry to confuse...

My truck will not start, nothing will even light up, not the lights, dash gages, nothing. We thought it might be the starter or battery, but had those replaced and still have the same problem. The funny part is that it starts sometimes, but not all the time. What could be wrong with it? We are thinking it may be the ignition switch, but where is that? I know it's not where the key is inserted.
 
I see this all the time, wouldn't it just be easier and cheaper to have a trained mechanic fix the problem for you. You already wasted money on a battery, an alternator, now your thinking of changing the ignition switch. Your problem all along could just be a bad connection some where or a blown fusible link. Being a parts changers is costly in todays world of car repair. ps, the ignition switch is located on the column a few inches behind the steering wheel and just a few inches below the key tumbler.
 
The electrical 'gang switch' is located on the steering column next to the brake pedal. There is a rod that runs down from the mechanical ignition switch [key switch] to the 'gang switch' to operate it.
all the electrical connections are there.
