97 chevy malibu brakes.?

There's nothing wrong with actual brakes, like the brake pads don't need to be replaced or anything, but every time I step on the brakes they make this creaking sound. It's one of those sounds like a rocking chair makes that just needs oiled. I've tried spraying WD40 on it, but I can't figure out where exactly to spray it. Has anyone else had this problem? If so, how can I fix it?
