2004 Subur Rear AC will not work

I have a rear ac problem on my sub I have replaced the blower motor control module, blower motor and ac power control module with no help. I have power to the blower motor module using a digital meter but when you add the load of the motor it drops from 12 volts to 0 volts. I need the wire schematic for this car if any one has one. GM bulletin that says to repair wiring at the right I/P fuse block C4 but I have no clue as to were it is. Need help.

The blower motor doesn't work. It did work intermit. but now nothing all other controls work. This is an Auto AC system CJ6?.
