2004 chevy cavalier air conditioning and overheating?

Our 2004 chevy cavaliers air conditioning stops blowing cold air at stop lights or when the car is in park. It also slowly starts overheating. When the foot comes off the brake pedal and the car starts going it immediately starts coolling again and the temp goes back to normal. Any Ideas?

So I just purchased a 2004 Cavalier, same issue. First checked fluid, it was low so I added coolant, next I checked fuses and relays and all are good, checked head gasket and it's fine, checked if thermostat was working and it is, checked for debris clogging the radiator and all is fine, then turned on the A/C to see if the fan would turn and found the fan is not turning/never turns on. Does anyone have how I could test the fan to see if it is just the fan versus a ground? I am still green and know the basics and this will be the first time dealing with this type of issue.

to test the fan apply 12 volts directly to it. Not sure how it isnt overheating if it never turns on, should come on at about 215 to 225 with ac off
