2002 Chevy Silverado starting problem.?

When I turn the key to the start position, everything on the dash does what it's supposed to do, but the starter does not make any noise at all. Have replaced ignition switch computer board, this did not correct the problem. If I hit the key repeatedly back and forth, eventually the starter will kick and start the truck. A mechanic tells me they believe it's a bad starter, but I have never seen a starter that doesn't make at least some noise. I would like another opinion.
Not as a rule, but sometimes, in the morning it starts right up, after it's driven and shut off, it won't start back up.
If I test this with a volt meter, do I test from the frame to the small wire on the solenoid?
 
Did you ever get a response to this? My 03 is doing somewhat the same thing. Although I have a new battery and starter. Everything on the dash come on like it's supposed to, but when I try to engage the starter, it's as if it's not even there. I was wondering if you got any results with this?
 
Have you checked for clean, tight grounds from the battery to the starter? Also, check your ground straps from the engine to the frame. Sometimes it's that simple.
