1997 Suburban K1500 5.7L Fast Idle

Can anyone tell me what the assembly is that the arrow is pointing to? Also, where is the vacuum hose fitting (circled) supposed to go. I checked my brothers 97 Suburban (same motor), and his is the same (no connection).

The reason I am looking is that I have started to get a fast idle (about 1200 RPM). I am suspecting unmetered air intake (i.e. vacuum leak) and found this fitting.

In the meantime, I capped this port off, and the fast idle went away (now staying at about 550 RPM).

OK, I still have the issue with fast idle, It is intermittant. Probably did something to affect it as I was diddling with all the vacuum lines, etc. Also, I did the carb cleaner spray test and did not find any evidence of a vacuum leak. I am going to tackle the Idle Air Control Valve and see if that is the issue. Now I just need to know where to find it (don't think it is that thing I put the arrow on, . . . . . Is it?).
