1995 cavalier cranks but won't start

Car turns over but won't start. I've replaced the crank position sensor, coil packs, new battery and the cylinder have good compression. I did notice lately I can turn the key and when it's in the on position I can pull it out. Any ideas why it won't start? Does a 1995 have a theft system? Thanks to anyone who can help.
 
when cranking do you have spark at the plugs? have you done a fuel pressure test? did you have a check engine light on?
 
It's doesn't sound like the fuel pump comes on and doesn't fire with starting fluid either. I thought since it didn't fire then maybe the PCM was bad so I replaced it with a reconditioned one from the Chevy dealer same p/n as the one that came out. To answer the question about the spark, I pulled a plug and didn't see any spark but read online it's hard to test for spark with having the coil packs. Not sure about that.
 
do a fuel pressure test to see if the pump is working
 
Sorry I meant it does not sound like the fuel comes on.
 
then you either have a bad relay, break in the wire harness or bad pump. Many of the relays are the same so you could try switching the relay from another circuit to the pump as a test
 
Would it not start off the starting fluid? I was just wondering.
 
no, thats intended as an assist, if you have no fuel going to the engine it wont start
 
Thanks, I appreciate all the help and will do the fuel pressure check and check the pump and let you know what I find.
