1979 Corvette brakes:?

I recently bought a Corvette to restore, but the front brakes don't seem to work. I thought at first one of the brake lines was busted, but visually they both seem to be fine, with no leaks. The pads and everything else seemed to have been replaced at one point.

There is a a leak, on my floor on the left side. it seems to come out of the master cylinder, out the top of the tank. But only the front side of the tank becomes empty. These brakes are fancier than I am use too, I was wonder if my Proportioning valve is the problem? I am not sure how to test if this is the issue. Also it seems to run about $129 is that too much?

It could be a list of things as the previous answer has indicated and the best thing to do is go through the whole system. In my experience with Corvettes the first place I'd look is a frozen caliper since they have aluminum calipers and brake fluid absorbs moisture they often freeze up from corrosion. There are kits that put stainless steel sleeves in the calipers to prevent this from reoccurring.

Start there and then go through the rest of the brake system.
 
I would suggest you completely replace the brakes. I have restored many Corvette brake systems and this was the smart way to do it. Front brakes don't work, could be the valve, could be bad rubber lines, could be a bad master cylinder. Wait till you see the e brake, it's a drum setup inside of the rear disc. Good luck
