1974 Corvette Seatbelt?

I have read that in a 74 corvette, it wont start unless the seat belts are on and fastened. It does not explain this too well, does it mean that it wont allow the starter to engage, or it wont allow the plugs to spark?
 
The starter will not engage. I worked on new GM cars in the early 70s and the ''interlock'' was a pain in the a##. Every car that had to be driven into or out of the shop had to have the driver fasten the seat belts. They were so inconvenient that many customers had us disconnect the interlock so the car could be used in a easier way. Actually it was rescinded by Congressional action due to the public uproar.
 
in '74 or '75 it was required to have the belts buckled to start the engine. it only lasted for a year or two, then it went to the buzzers we have now.
