2019 chevy malibu transmission

Transmission slow to shift gear in low-speed. It take a little over 5 rpm to shift. When I get to 35 to 45 mph it shift normal most time. I definitely have issue going up hill if I have to stop at the beginning of the hill. Does anyone may know what the issue is
 
I assume you meant 5,000 rpm?
Have you checked the fluid level and determined if it smells burnt?
Is the car still covered by warranty?

There's fluid in it but no burn smoke.

When I pick the anti skid on the car shift gear normally when it is off it takes a long time to shift gear.

Yes I still have a warranty to the car
 
You have a warranty, make an appointment with the dealer.
