I just installed a new clutch this weekend on my 2006 cobalt 2.2 liter and I reinstalled the battery not realizing that I had left the starter cable loose and it was laying on the frame of course it shot sparks everywhere and now the car will not start it's been so for fine just will not fire up. I text all the fuses both under the hood and on the passenger side kick panel and didn't find any problem there so I'm assuming that there is some sort of hidden master fuse or master relay anybody have a clue I appreciate all comments

the fusible link will not stop the car from starting and the inline fuse is fine

Yeah, it will if it's burned. They don't always burn in half. Sometimes the insulation stay intact. If you find a fusible link there in the starting circuit, pull on it and see if it stretches. If it does, then there's your most probable problem.
