Why is my fuse still blowing on my Fog lights for a chevy cobalt?

I put in a 8000k HID kit i have done plenty of HID kits on my friends cars and my own but when i went to put this kit on my fog lights they keep blowing the fuse in the fuse box for my fog lights. i had a 10 amp fuse in there and then i tried a 15 amp then a 20 then a 25 amp what should i do?
I checked the wiring and all wiring looks good and no shorts.
Is there anyways i can get them to turn on without burning anymore fuses?
 
You half to have a wire rubbing together or against the frame,the only other thing you might have done is you have two hot wires hooked together causing it to blow the fuse when you turn on the switch.Why don't you unhook the wire going to the fog lights ,then turn the switch on to see if the fuse blow ,if it doesn't then hook one light up at a time to see with happens.
