Why doesn't my 98' Chevy Malibu heater work?

OK, besides the fact I've had nothing but problems out of this car since I've had it for 9 years, here's the issue. My heat doesn't work. It's not that it won't get hot, it's that nothing blows out. If I'm riding down the road and have my setting on outside air to circulate, then some warm air will blow out. But no matter what setting I turn it on, no full blast warm air will come out. And let me make it very clear that I despise winter!!!!! I hate, hate, hate being cold. I had to replace the fan in it last year, surely it couldn't be the same thing...again?? Any advice will be appreciated. Next to that, my gearshift also sticks in park. You absolutely cannot get it in gear if you just get into the car, crank it, and try to move it from park to drive. So I have to leave it in neutral and keep the emergency brake on unless I can sit in my car 15-20 minutes to wait for it to move. I've almost broken it pulling on it so hard to try to move it. I don't understand why it only sticks in park? If you have any suggestions about this, I'll take them as well. If the economy weren't so bad, I swear I'd just buy a new car. But who knows whom can get qualified, even with decent credit. Grrrr.
