What's causing the clunking noise under my Chevy Cobalt?

My Chevy Cobalt is making a clunking sound when I drive slowly through slushy snow. The noise appears to be coming from under the car. It does not happen when I hit bumps in the road at higher speeds. I don't beleive it's the muffler system. Any ideas what it could be?
It's not just in snow, driving up my slushy drive way just seems to cause it to occur. After researchig a bit, I'm leaning towards tie rod ends. Would bad tie rod ends make a clunking noise?
