what is the power steering fix, for the chevy cobalt?

Like what do they replace?
The steering column, the steering wheel? What?
Also if my vehicle is in the recall, is it free?
Is the key getting stuck in the ignition a recall yet?

The electric power steering unit. The job will cost almost $1,000 at the dealership. My daughter's was changed under warranty, not a recall.
