Can I use a "Fuel Pump and Vacuum Tester" (see picture)
as a vacuum gauge to hook up to my carburetor?

I don't see why not. What are you trying to accomplish? A vacuum gauge can be very beneficial in adjusting your carburetor and even let you know if your timing is off or if you may have leaky valves. I have an old one that my Dad used to use when we worked on cars. He passed away in 1989, and this thing must be over 45 years old, but still works great. I don't use it very often with the fuel injected cars we have nowadays, but every once in a while if I suspect a vacuum leak somewhere, I'll hook it up.

As Chuzz states, the answer is yes.
