Turn signal fuse issue

We have a 1996 suburban K2500 5.7 engine. The turn signal fuse was popping every time we put one in. now the fuse isnt popping but now we have smoke coming from a little black box under the dash mounted to the steering column. Lookes to be part of the shift mechanism, I cannot figure out what that part is, and why it smokes when a fuse is in place. can anyone help me out.
