trouble programing remotes

hello. I am new here. I have a 2003 chevy suburban 2500 LT Autoride. when I bought it, it came with one key and one remote (remote 1). I had a new key made and since it came with remote 1 I ordered a "remote 2" for it. it has the memory seats and the power pedals so I assume that is why it had a 1 on the back of the remote (after I looked it up in the manual). my problem is that the remote 2 came today and I cannot get it to program. the remote 1 programed fine but the remote 2 will not take. so my question is, is the remote 2 the wrong remote as they both have the same FCC #'s. or do I have to have a dealer program the remote.
 
If you followed the instructions per the owners manual and it doesnt work, either the battery is dead in the new remote or the remote is defective/wrong.
