Stripped Starter Bolt holes Aluminum 6.0

Hi,
My 2007 Aluminum 6.0 Litre would not start today. On investigation I found that both starter bolts were not only loose but had pulled the threads out of the block????? Had truck towed home. Will perma-coils offer a permanent fix? Is this common with Aluminum blocks?
 
a heli-coil/perma coil is the way to fix the block. somebody installed the starter without using a torque wrench.
 
I may have changed the starter two years ago but would've used a torque wrench. Could it be that neverseize may have caused them to loosen. I believe torque should be 37 ft-lbs? Should I use same torque with perma coil? I'll use locktite this time.
 
I found the same 37 ft-lbs and unless the instructions say something dfferrent use that number
