Steering Column question

does the steering column on a 2002 Suburban have a steering wheel lock, I ask because a suburban was broken into and the column needs replacement, the owner of the suburban tells me the steering wheel would lock, I have looked at 3 separate columns and none of them have the steering wheel locking in position when the key is out.

This is the plate that locks the column.
Are you holding the column in a vise and turning the wheel back and forth to engage the pin that locks into the plate.
