Replace rear fender on 2015

I have 2015 2500HD, with the right rear fender dented, one shop wants to pound out, the other wants to replace the fender, my concern is it looks to me the fender is welded in to bed. Is this something thing a good body shop can handle? Prefer the new fender and it is covered under insurance. Any advice?

You have a new vehicle, the insurance is covering it, and if it is a competent body shop I would let them replace the fender.
