My 92 Corvette wont start?

My brother started his car and plugged up the jumpers to both cars, my corvette then showed no reading of a charge. My headlights still turn on and inside of my car on the dash it says low voltage. My brother said that the connection between the battery and the cables were clean. My car has a beeping sound inside now. I dont know what to do, is it the battery or the starter. The voltage reads around 8.
