Low Boost please help 🥺

Literally nobody knows what's wrong and I'm at my wits end. Replaced turbo, MAFS, intercooler hose, O2 sensor, valve cover & gaskets. Car STILL has trouble. NO LEAKS! Wastegate working correctly.

Driving normal (w/ meter hooked up) meter shows desired boost (14-15psi) but when you have to give gas...go up a hill for example, the desired boost is around 20-25 but the car is only putting out 16 psi. RPM's high but will not accelerate.

ANY help would be greatly appreciated. Thanks in advance!

Who is nobody, did you take it to a dealer?
What code do you have?
Where did you find those 20 to 25 psi numbers? Does Not sound correct, 16 is the typical number.
