Okay, well how do I add more tension? just rotate the tensioner till it's tight?
Yeah the belts running straight, none of the pulleys squeak I think I just can't get the tensioner tight enough to keep the belt tight.
Thank you guys for the answers, but the problems still not fixed yet. What's happening when the belt is squealing is the belt between the tensioner and the alternator is flapping up and down and squealing
 
Are you sure that your new tensioner is not what is squealing?

There is no tension adjustment. You install the tensioner on the front of the block, then using a 3/8" ratchet, you apply pressure to the tensioner while you install the belt. Release the tensioner.

I would check to see that you belt is seated properly on the alternator, a/c compressor, power steering, and crank pulleys. I would think that it would have shredded the belt after a few seconds of running though if the belt wasn't centered on any of the accessory pulley grooves...

Just tighten the bolt that holds the tensioner to the block. No other adjustment is needed. I have been able to push on the tensioner by hand enough to remove the belt from the alternator. Maybe that will give you an idea on how firm (or loose) the spring is inside the tensioner.
