Not without a frame off restoration. Any low level restoration is necessary for that car, you don't take the frame off, you don't know what you're getting! You have that kind of money you don't get any 75 Nova, there's no guarantee about the transmission, the rear end, the wiring! The motor is a plus yes, but why take the gamble when you can get something much newer with airbags for less? If you really like that car, you can buy and restore it more, and then you'll have something, but as is, P.O.S.
Sorry. I'd suggest maybe a good dependable 90 mustang gt 5.0 with less than 150k original miles if you can still find one, or something with rebuilt engine, tranny(must know who rebuilt it and check their rep.), and new steering linkage (all ball joints). Tighten up steering gearbox, lube everything, have someone pull the frame, certain shops specialize in this frame straightening process. Reinforce the trunk lid with inner placed carbon fiber, epoxied in (those trunk lids dent easy).
That nova will haunt you... you know what No-Va means in Spanish? no move.
